Work Permit for Foreigners in China: The Social Security Card Change

Since 1 December 2024, China records foreigners' work permits on the social security card instead of a paper permit. Here is what changed, who it affects and what you and your employer must do.

Integration of Work Permits with Social Security Cards for Foreigners in China

If you run a company in China, plan to move there to manage it, or hire foreign staff, the rules on paperwork matter as much as the business plan. From 1 December 2024, Chinese authorities began integrating the work permit for foreigners in China with the electronic social security card, and new paper work permits are no longer issued. This guide explains what changed, how the full process from Z visa to residence permit now works, what social insurance you must pay, and which mistakes delay applications.

What changed on 1 December 2024

Before the change, a foreign employee received a plastic Foreigner's Work Permit card, separate from any social security card. Under the new arrangement, work permit information is stored on the social security card, and the electronic social security card becomes the way to show and verify it.

  • No new paper work permits: new permits are issued electronically and loaded onto the social security card.
  • Existing paper permits stay valid: you can keep using a paper permit until you renew it or change its details, such as a new job title or employer.
  • Electronic processing: applications, renewals and changes are handled online, so you can track progress without visiting an office for each step.
  • Social security registration is required: every foreign employee must register in the social security system, which also gives access to medical insurance and pension benefits.
  • Face verification: you must register through the electronic application and pass facial recognition to activate the electronic card.

Local implementation can differ between cities. Check the current procedure with the local Human Resources and Social Security Bureau or the Science and Technology Bureau that handles foreign work permits where your company is registered.

Who needs a work permit in China

Any foreigner who works in China for a Chinese-registered employer needs a work permit and a work-type residence permit. That includes you if you set up your own company in China and draw a salary from it or manage it day to day from inside the country. A business visa (M visa) does not allow employment; it covers visits, meetings and trade fairs only.

Permits are graded by points into three categories:

  • Category A: high-level talent, such as senior executives of large firms, scientists or high earners. Fewer restrictions and faster processing.
  • Category B: professionals, usually with at least a bachelor's degree and two years of relevant work experience. Most company managers fall here.
  • Category C: other roles, subject to quotas and tighter limits.

Your employer must be a registered company in China with a business scope that fits the job. If you are still at that stage, our guides to establishing an import and export company and setting up a trading company explain the steps before you can sponsor yourself. If you plan to manufacture rather than trade, see the steps to establish a factory in China.

How the application works step by step

The electronic permit changes how you receive and show the work permit. The main sequence of steps is the same.

  1. Prepare documents in your home country. Usually a passport valid for at least 6 months, a degree certificate, a reference letter showing relevant experience, a criminal record certificate and a recent photo. Degree and criminal record documents normally need authentication or legalisation for use in China.
  2. Employer applies for the work permit notice. The employer submits the application on the Foreigner's Work Management Service System. Once approved, it issues a Notification Letter of Foreigner's Work Permit.
  3. Apply for a Z visa. Take the notification letter and an invitation to the Chinese embassy or visa centre in your country of residence.
  4. Enter China and complete the medical check. Some cities accept a recent medical report from abroad; many require a check at a designated local centre.
  5. Apply for the work permit within 15 days of entry. Under the new system the permit is issued electronically and linked to your social security card.
  6. Register for social security and activate the electronic card. Register through the official app and pass the facial recognition check.
  7. Apply for the residence permit within 30 days of entry. Apply at the local Exit and Entry Administration of the Public Security Bureau. It usually takes up to 15 working days and is issued for up to the length of your work permit.

Plan for the whole process to take roughly 1 to 3 months from document preparation to residence permit, depending on authentication in your home country and the city's workload.

What happens to applications already in progress

  • Ongoing applications continue as normal and move to the electronic system when they are next renewed or changed.
  • Applications where no paper permit was issued may need to be submitted again under the electronic system; confirm with the local bureau whether your file must be restarted.
  • Current paper permit holders do not need to act until renewal or a change of details, but should make sure they are registered for social security.

Social insurance for foreign employees

Since October 2011, foreigners employed in China must join the Chinese social insurance system under the Interim Measures for Social Insurance of Foreigners Employed in China. The new card makes this link explicit: without social security registration, the electronic work permit cannot work as intended.

What you pay and what you get

Social insurance covers five areas: pension, medical, work injury, unemployment and maternity. Rates are set by each city. As a guide, employer contributions commonly total around 25% to 30% of the salary base and employee contributions around 10% to 11%, with the base capped at 3 times the local average wage. Many cities also require housing fund contributions; for foreigners these are optional in some cities and required in others, so check locally.

How the social security card is used

  • Verifying that your work permit is valid, for employers, banks or officials.
  • Paying for treatment at hospitals and pharmacies covered by medical insurance.
  • Checking your contribution record and pension account.
  • Updating your personal and employment details.

If you leave China for good, you can usually close your social insurance account and ask for a lump-sum payment of the balance in your personal pension account. Some countries have bilateral social security agreements with China that exempt their nationals from certain contributions; ask the local social insurance bureau whether your nationality qualifies.

Why the change helps and what to watch

For most foreigners, the integration means less paperwork and fewer office visits. Permit status is easier to track, and one card links your employment and social services. It also means authorities can match work permits against social insurance records more easily. Companies that previously hired foreigners without paying social insurance will find that harder to hide.

The penalties for illegal employment are significant. Under the Exit and Entry Administration Law, a foreigner working illegally can be fined 5,000 to 20,000 CNY and, in serious cases, detained and deported. An employer can be fined 10,000 CNY for each foreigner employed illegally, up to 100,000 CNY.

Common mistakes that delay a work permit

  • Working in China on an M or F business visa while waiting for the work permit.
  • Missing the 15-day window for the work permit or the 30-day window for the residence permit after entry.
  • Bringing a degree or criminal record certificate without the required authentication.
  • A company business scope that does not match the job, so the application is rejected.
  • Not registering for social security, or registering late, which now blocks the electronic permit.
  • Changing employer or job title without updating the permit first.

What to do this week

If you already hold a paper permit, note its expiry date and check that your employer has registered you for social security; download the official electronic social security card app and complete face verification. If you are planning a move, list the documents in step 1, request your criminal record certificate now and start authentication, because it often takes the longest. Then confirm with the local bureau in your company's city how it handles the electronic permit. HiGreenPanda handles work visa and residence permit applications for company owners and staff in Shanghai and Shenzhen.

本文解答的问题

Does China still issue paper work permits for foreigners?

No. From 1 December 2024, new work permits are issued electronically and the information is loaded onto the social security card. Existing paper permits can still be used until they are renewed or changed.

Do foreigners have to pay social insurance in China?

Yes. Since 2011, foreigners employed in China must join the social insurance system, covering pension, medical, work injury, unemployment and maternity. Rates vary by city, and nationals of some countries with bilateral agreements may be exempt from certain contributions.

How do I get the electronic social security card in China?

Your employer registers you with social security, then you register through the official electronic social security card application and pass facial recognition. The card can then be used to verify your work permit and access social security services.

Can I work in China on a business visa?

No. An M business visa allows visits, meetings and trade fairs, not employment. To work, you need a Z visa, a work permit and a work-type residence permit, even if you are working for your own company.

Can I get my pension contributions back when I leave China?

Usually yes. When you leave China permanently, you can close your social insurance account and apply for a lump-sum payment of the balance in your personal pension account. Ask the local social insurance bureau for the documents it requires.
