China visa-free entry for Saudi Arabia and GCC passports until December 2026: the Canton Fair trip
China's trial visa exemption for ordinary passports of Saudi Arabia, Oman, Kuwait and Bahrain runs to 31 December 2026, 30 days per visit. What it means for the Canton Fair and factory visits, and who still needs an M visa.

China visa-free Saudi Arabia 2026 runs until 31 December 2026 and covers ordinary passports of Oman, Kuwait and Bahrain: 30 days per visit for business, tourism, family visits and transit. Attend the Canton Fair (15 October to 4 November 2026) and visit factories with a valid passport, a return ticket and a hotel booking. It is a trial with an end date; confirm with the Chinese embassy before travelling.
Who is covered by China visa-free Saudi Arabia 2026, and who still needs a visa?
In May 2025 China's foreign ministry announced, as Xinhua reported, a one-year trial exemption for ordinary passport holders of Saudi Arabia, Oman, Kuwait and Bahrain from 9 June 2025. In November 2025 the Chinese embassy in Riyadh published a notice extending the unilateral exemption for 45 countries, including the four, to 31 December 2026. Both set the same conditions: an ordinary passport, a listed purpose, and no more than 30 days per visit.
This is how each case in the Gulf and its neighbourhood stands in September 2026:
- Ordinary Saudi, Omani, Kuwaiti or Bahraini passport: visa-free entry for up to 30 days, for business, tourism, family visits or transit, until 31 December 2026. No visa fee, no visa centre appointment.
- Ordinary UAE or Qatari passport: reciprocal exemption since 2018, not tied to the trial's end date, with a 30-day limit per visit.
- Yemeni passport: not covered by any exemption. You need an M visa on a business invitation letter from a Chinese company or an official Canton Fair invitation; the visa centre's standard service takes about 4 working days once the file is complete, and fees vary by nationality.
- UAE or Saudi resident on an uncovered passport, such as Egyptian, Sudanese or Indian: Gulf residency does not exempt you. The exemption follows the passport, not the residence, so you need an M visa for business or an L visa for tourism.
- Diplomatic, special or service passport from the four states: the trial names ordinary passports, so check with the embassy before relying on it.
- Stay over 30 days, work or study: an M visa for longer business stays, a Z visa for work or an X visa for study, whatever your nationality.
What does the exemption mean for a business trip and the Canton Fair?
The 140th Canton Fair runs at the China Import and Export Fair Complex in Guangzhou in three phases, according to the organiser: 15 to 19 October for advanced manufacturing, electronics and machinery; 23 to 27 October for home, gifts and textiles; and 31 October to 4 November for clothing, food and health. One phase is 5 days and the whole run 21 days, inside the 30-day limit even if you attend all three phases and add a week of factory visits in Dongguan or Foshan.
The practical difference from 2024: you needed an official fair invitation, a visa centre appointment, a fee and two weeks of waiting. Today, on an ordinary passport from the four states, you book the flight, register for a buyer badge and travel. The buyer badge is still required
The exemption gets you into China, not into the halls. Overseas buyer pre-registration on the organiser's site or app is free, approval usually arrives within 3 to 5 working days, and you collect the badge with your passport at the registration office by the complex gate. In recent sessions the organiser has charged 100 CNY to first-time buyers registering on site without pre-registration, so register before you fly. You no longer need the fair's invitation letter for a visa, but it still helps as proof of purpose at the border. What does a fair week in Guangzhou cost?
Hotels around the Pazhou complex raise rates during the fair. In 2025 booking-site listings a 3-star hotel near the complex ranged from 36 to 129 USD a night outside the fair; expect close to double on phase days. A rough week: a 4-star hotel on a metro line, 7 nights, 700 to 1,400 USD; metro and taxis 30 to 60 USD, a metro ticket from 2 CNY; an interpreter 80 to 150 USD a day if needed. What moves the figure: distance from the complex, the phase and how early you book.
What are you asked for at the Chinese border?
The border officer at Guangzhou Baiyun airport, Shenzhen or Shanghai checks the passport and that you fall within the exemption. Prepare this before take-off:
- An ordinary passport valid for at least 6 months from the date of entry, with two blank pages.
- A return ticket, or an onward ticket to a third destination, dated within the 30 days.
- A hotel booking, printed or on your phone, or the host's full address in Chinese if staying in a flat or with a friend.
- Proof of purpose: the buyer badge or fair registration confirmation, or correspondence with the factory you are visiting.
- The arrival card, on paper or through the National Immigration Administration's online service, with the hotel address on it.
- An international card and Alipay or WeChat Pay linked to it, because payment at the fair and in restaurants is mostly by phone.
After arrival you must register your temporary residence within 24 hours under Article 39 of China's Exit and Entry Administration Law. A hotel does it automatically when you hand over your passport at reception. In a flat or with a host, you or the host must register at the nearest police station or through the immigration administration's online service; the fine for not doing so is up to 2,000 CNY.
Steps to prepare a visa-free fair trip
- Open the consular services page of the Chinese embassy in Riyadh, or your country's embassy, and read the latest notice on the unilateral exemption. Make sure your return date is before 31 December 2026 and your stay does not exceed 30 days.
- Register for the buyer badge on the official site or app at least two weeks before travelling, with a passport scan and your company details.
- Book the flight and hotel together, and keep a PDF of the ticket and booking on your phone to show at the border.
- Shortlist suppliers before travelling: send your product list to target suppliers through the fair platform and ask for appointments at their stands; hall time is not enough for random browsing. Canton Fair Negotiation: Best Strategies with Suppliers explains how to run those meetings.
- Sort out payment: link your card to a payment app before you fly, and carry a little cash in CNY for taxis.
- On arrival: use the foreigners' lane, hand your passport to the hotel so it registers you, and keep the registration slip if you get one.

When is the exemption not enough, and when do you need a business invitation letter?
The exemption is designed for a short visit. You fall outside it in four cases:
- A stay over 30 days, for example the fair followed by a 45-day production run at the factory. The solution: a multiple-entry M visa with a 60- or 90-day stay, on an invitation letter from a Chinese company.
- An uncovered nationality, such as Yemen and most nationalities resident in the Gulf: an M visa on a business invitation, or an L visa if there is no business.
- Paid work or day-to-day management of your company in China: a Z visa, then a work residence permit. The exemption covers no paid work.
- The exemption ending or changing: the notice says 31 December 2026. If no new extension is issued before a January 2027 trip, you are back to an M visa on an invitation letter.
A business invitation letter comes from a licensed company in China and states your name, passport number, purpose and length of visit and who bears your costs; it goes with the visa application to the Chinese visa centre in your country. Fees vary by nationality and number of entries, so ask the centre for its fee table rather than relying on an old figure.
Common mistakes that cost a trader the trip
- Relying on the exemption with a diplomatic or special passport: the text names ordinary passports only.
- Assuming UAE or Saudi residency is enough: the exemption follows the passport's nationality, and a resident on an uncovered passport needs a visa.
- Exceeding the 30 days even by one day: it is recorded as an overstay, the Exit and Entry Administration Law sets a fine of 500 CNY per day up to 10,000 CNY, and it can affect your later entries.
- Travelling on a passport with less than 6 months' validity: the airline refuses boarding before you ever reach China.
- Believing the badge is issued automatically: buyer registration is a separate step from entering the country.
- Booking as if the exemption were permanent: it has an announced end date, so check with the embassy before every trip, especially in the first quarter of 2027.
What to do this week
- Check your passport: 6 months' validity beyond your return date; if less, renew now, because the fair opens in under 3 weeks.
- Register for the buyer badge on the Canton Fair site and book a hotel near metro line 8, which reaches Pazhou station, before the rooms go.
- Review who travels with you: if a colleague holds a Yemeni or another uncovered passport, start the M visa application today; time is short.

Can a Saudi citizen enter China without a visa in 2026?
Yes. An ordinary Saudi passport holder enters China without a visa for up to 30 days per visit, for business, tourism, family visits or transit, until 31 December 2026 according to the notice of the Chinese embassy in Riyadh. The exemption is a trial, so check the embassy's page before booking.
Are UAE or Saudi residents covered by China's visa exemption?
No. The exemption is granted by the passport's nationality, not the country of residence. A Gulf resident holding a Yemeni, Egyptian, Indian or other passport that is not covered needs an M visa for business on a business invitation letter, or an L visa if the visit is for tourism.
Do I need a Canton Fair invitation if my passport is visa-exempt?

What happens if I stay in China longer than 30 days?
It counts as an overstay. China's Exit and Entry Administration Law sets a fine of 500 CNY per day up to 10,000 CNY, and the overstay can be recorded on your file and affect your later visas. If you expect a longer stay, apply for an M visa from the start on a business invitation letter.
Does the exemption cover diplomatic or special passports?
The trial announcement names ordinary passports. Holders of diplomatic, special and service passports are governed by other agreements, so check with the Chinese embassy in your country before travelling instead of relying on the exemption.
