Why have Saudi shipments moved to Jeddah Port?

The problem is simple. Most containers coming from China to Dammam used to pass through the Strait of Hormuz. Since spring 2026 the strait has been effectively closed to commercial shipping. According to shipping reports in circulation, roughly one vessel crossed on 27 September 2026. This information changes daily, so ask your freight forwarder for the status of the strait on the day you book.

In response, the Saudi Minister of Transport announced operational corridors to receive containers diverted to Jeddah Islamic Port and other Red Sea ports. The idea is that the container lands in the west and is then moved by road to the Eastern Province, Riyadh or any other city. Follow the official announcements on the website of the Saudi Ports Authority (Mawani), because the operational details keep changing.

What has happened at Jeddah Port since the summer?

Congestion is the price. According to published port performance figures for June and July 2026, the median berthing wait at Jeddah reached 8 days at the worst points. That means your vessel may sit outside the port for a full week before it starts unloading your container.

There is also a development that should ease the pressure in the longer term. AGBI reported in August 2026 that a new terminal in Jeddah is under development with the participation of CMA CGM and Red Sea Gateway Terminal. Do not build your schedule around a terminal that has not opened yet. Treat it as good news for the coming quarter, not a solution for this month's shipment.

What does this mean for your decision? Do not wait for the congestion to clear on its own. Ask your forwarder to tell you, before booking, the latest state of the berthing schedule and whether the line is adding a congestion surcharge. If your goods can tolerate a delay of a week or two, ask about sailing in a less busy week. If they are tied to an opening date or a season, build an explicit time buffer into your plan, and work out the cost of each day of delay to your sales, not just to the shipment.

How do you move the container from Jeddah to the Eastern Province and Riyadh?

The overland haul is the link that was not in your calculation when the container used to land at Dammam. Do not treat it as a minor item: it adds days, cost, and a party responsible for the goods on the road.

  • Agree the price and timing in writing: ask the haulier for the trip fare to your warehouse, the expected delivery time, and the waiting-time policy at loading and unloading.
  • Ask about insurance: make sure the goods are covered during the road haul, not only during the sea voyage.
  • Arrange the receiving slot at the warehouse: a truck that arrives with nobody to receive it means extra waiting charges.
  • Return the empty container on time: a late return may mean charges from the shipping line, so ask about the deadline and the return location.

Compare these options according to the type of goods and when you need them:

  • Shipping to Jeddah, then by truck: this is the main option at present. The advantage is a clear route; the drawback is the berthing wait and the extra overland fare.
  • Another Red Sea port: it may be less congested in a given week. Ask the forwarder about the sailing week and the port schedule, and compare the total cost, not the ocean rate alone.
  • Air freight for urgent shipments: much faster and more expensive per kilogram. It suits samples and small high-value items, not large volumes.
  • Postponing the shipment: a legitimate option if the goods are not seasonal and the line's rate is high. Work out the cost of the delay to your sales before you decide.

What do you need for customs clearance in Saudi Arabia?

The general rule is a customs duty of 5% on the CIF value for most goods, which can reach 20% for some items, with 15% VAT added on top. You should verify these figures on the website of the Zakat, Tax and Customs Authority on the day of shipment, because the tariff is amended and your category may differ from the general rule. Also check the authority's other current fees, and do not rely on an old figure.

What is the CIF value? It is the price of the goods plus freight and insurance up to the Saudi port. Any rise in the freight rate raises the base on which the duty is calculated. SABER registration requires a 12-digit customs code, and errors in it are among the most common reasons a container is held at the port.

If you are new to the Saudi market, keep a single file for each shipment containing the invoices, the bill of lading, fee receipts and your correspondence with the forwarder. This file will save you weeks in any later customs query, and gives you an accurate basis for calculating the actual cost of the next shipment.
